The regular version of this menu has been customized for touch device: iPad lanscape for instance (regular menu, not mobile).
When the top level menu item has a link and a submenu:

• First tap opens the submenu without triggering the link (standard behavior would directly trigger the link)
• Second tap triggers the link

Test by taping the second menu item Page link -> has submenu.
